Hargeisa – The Minister of Finance and Economic Development of the Republic of Somaliland, Hon. Abdillahi Hassan Aden, today chaired the first meeting of the Somaliland Budget Policy Committee, formally launching the Government's 2027 National Budget preparation process.
The meeting brought together members of the Budget Policy Committee to deliberate on the key policy priorities and strategic directions that will guide the formulation of the 2027 National Budget. Discussions focused on several fundamental issues, including:
• Establishing the overall 2027 Budget Ceiling;
• Setting expenditure priorities and strategic resource allocations in line with the National Development Plan; and
• Reviewing and endorsing the fiscal policy framework that will guide the preparation of the 2027 National Budget, taking into account projected government revenues and expenditure requirements.
The Committee also underscored the importance of preparing the 2027 National Budget on the basis of strengthened domestic revenue mobilization, sound fiscal discipline, enhanced transparency and accountability, and the prioritization of public service delivery and development programs in line with Somaliland's National Development Plan.
The meeting was attended by members of the Budget Policy Committee, including:
• Minister of Finance and Economic Development;
• Minister of Information, Culture and Awareness;
• Minister of Agricultural Development;
• Minister of Health Development;
• Minister of National Planning and Development;
• Minister of the Presidency;
• Minister of Transport and Roads Development; and
• Deputy Minister of Water Resources Development.
The meeting marks the beginning of the Government's 2027 National Budget formulation process. The Committee will continue to convene technical consultations and policy discussions to ensure that the 2027 National Budget reflects national priorities, supports sustainable economic growth, strengthens public service delivery, and advances the Republic of Somaliland's long-term development objectives.
